About the Local Organising Committee (LOC)
The LOC coordinates Uganda’s planning and delivery of AFCON 2027, working with regional partners to host a safe, world-class continental tournament.
Who Are We
The Local Organising Committee (LOC) is the official body mandated to plan, coordinate, and deliver Uganda’s responsibilities in hosting the TotalEnergies Africa Cup of Nations (AFCON) 2027, under the historic PAMOJA Bid shared with Kenya and Tanzania.
The LOC was inaugurated on 17th May 2024 at State House Nakasero by the First Lady and Minister of Education and Sports, Mrs. Janet Kataaha Museveni, following the Confederation of African Football (CAF)’s award of hosting rights for the 36th edition of AFCON to the East African partnership in September 2023.
Leadership
The Uganda LOC is chaired by the First Lady and Minister of Education and Sports, Hon. Janet Kataaha Museveni, who provides overall strategic guidance rooted in transparency, national pride, and service to the country. She is deputised by Hon. Peter Ogwang, Minister of State for Sports, who oversees technical execution and government coordination.
The LOC brings together senior leaders and experts from sports management, infrastructure development, government administration, finance, legal affairs, hospitality, security, and marketing.
The Uganda LOC is responsible for:
- Planning and executing AFCON 2027 operations within Uganda.
- Coordinating with CAF and the Regional Inter-Ministerial Committee of Uganda, Kenya, and Tanzania.
- Ensuring infrastructure readiness, including:
- Mandela National Stadium (Namboole)
- Hoima City Stadium
- Akii-Bua Memorial Stadium (Lira)
- Upgraded training facilities nationwide
- Managing tournament logistics, accreditation, safety, and fan engagement.
- Mobilising financial and technical resources.
- Ensuring transparency, accountability, and proper utilisation of public funds.
- Delivering a lasting legacy in sports development and tourism.

The Uganda Local Organising Committee (LOC) for AFCON 2027 comprises twelve specialized sub-committees. These sub-committees facilitate effective coordination among government entities, the private sector, and football authorities, enabling the efficient management of complex preparations.

Looking Ahead
With infrastructure progressing, inter-government coordination in place, and lessons learned from CHAN 2024 successfully internalised, Uganda is firmly on course to co-host one of the most memorable AFCON tournaments in history.
