Ahead of Saturday’s CHAN 2024 quarterfinal between Uganda and Senegal at Namboole Stadium, the Local Organizing Committee (LOC) and the Uganda Police Force reassured fans that robust security measures have been put in place and emphasized the importance of respectful conduct during matches.

Dr. Dennis Mugimba, LOC Chairperson for Communications and Signage Sub-committee, clarified during a media briefing at the Uganda Media Centre on Friday, 22nd August 2025, that fan behavior and security remain top priorities for the tournament organizers.

He addressed concerns about misconduct during matches, noting that some spectators had thrown disposable cups and bottles at South African players as they celebrated goals and left the pitch.

Dr. Mugimba reminded the public that such actions are prohibited under Section 64 of the National Sports Act, 2023, which considers acts of violence or hooliganism at sports events as offences.

“Convictions for such violations carry fines of up to UGX 9.6 million, imprisonment for up to ten years, or both, and may also result in bans from attending sports events for up to three years,” he stated.

He added that, “Fans exhibiting aggression, under the influence of alcohol, or engaging in disruptive behavior are not allowed entry, even if they hold valid tickets.”

Dr. Mugimba emphasized that all drinks sold within the stadium are served in disposable cups, and carrying bottles to seating areas is strictly prohibited.

Supporters were urged to exhibit discipline and respect for all participants in the tournament.

Dr. Mugimba also raised that videos circulating on social media following Monday’s match against South Africa, which alleged robberies, physical violence, and bodily injuries against fans exiting the gates and nearby routes, were being taken seriously by the LOC.

He explained that the Uganda Police Force had determined the claims to be unfounded, baseless, and misleading, and encouraged anyone with credible information to report it to the nearest police post. He added that the LOC noted the videos also contained political insinuations and calls for Uganda’s disqualification from AFCON-2027.

The LOC assured the public that the Government of Uganda has implemented a comprehensive, intelligence-led joint security operation with both overt and covert measures to ensure the safety of fans in the stadium, at exits, and along surrounding routes. These measures are designed to protect spectators, maintain order, and allow fans to enjoy matches safely.

Dr. Mugimba concluded the briefing by encouraging supporters to cheer responsibly and uphold the spirit of sportsmanship, reminding fans that their conduct plays a crucial role in creating a safe and enjoyable environment. Discipline, respect, and cooperation were emphasized as essential elements during continental tournaments such as CHAN 2024.

The LOC’s reassurance comes as excitement builds for Uganda’s historic quarterfinal clash against Senegal, with authorities emphasizing that robust security, combined with responsible fan behavior, is key to a successful and memorable event.
